Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Positions may be in any DAWIA Career Field at Level I, II, or III. This position may be designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You may be subject to random testing. You may be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Those selected for a supervisory position will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. Position selected for may or may not be under a bargaining unit. Warrant authority above the small purchase threshold may be required. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This position may require membership in the Defense Acquisition Corps. Qualifications

FOR THE GS-05 (or equivalent pay band): Your resume must at least three years of general experience that includes one year of experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the following: 1) Manage files of programs; 2) Gather data to retrieve the status of programs; and 3) Utilize system to input program information.
FOR THE GS-07 (or equivalent pay band): Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Develop reports on program to submit to management; 2) Modify information in system to keep program information current and 3) Organize data to submit to management for decision making.
FOR THE GS-09 (or equivalent pay band): Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Develop recommendations to improve program operations; 2) Monitor programs to ensure compliance with policies and procedures; and 3) Advise personnel on program management.
FOR THE GS-11 (or equivalent pay band): Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Manage program budget in accordance to policies and procedures; 2) Analyze effectiveness and efficiency of program; and 3) Coordinate program information with personnel.
For the GS-12 (or equivalent pay band): Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Brief management on program status, policies and procedures; 2) Answer data calls and inquiries on program policies and procedures; and 3) Determine requirements of program to develop goals and objectives.
FOR THE GS-13 (or equivalent pay band): Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Execute programs in accordance to plans; 2) Develop solutions to program issues; and 3) Develop goals and objectives to accomplish mission of program.
FOR THE GS-14 (or equivalent pay band): Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpret regulations and directives to determine impact on programs; 2) Modify program policies and procedures based on changes to regulations; and 3) Research ways to eliminate program bottlenecks and barriers to production.
FOR THE GS-15 (or equivalent pay band): Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Oversee the implementation of programs; 2) Develop plans based on program requirements; 3) Oversee the allocation of resources based on program requirements; and 4) Develop policies and procedures in accordance with mission of program.

Education
Applicants may substitute education for experience in the following situations:
FOR THE GS-05 (or equivalent pay band): Your resume must demonstrate that you have successfully completed a four year course of study leading to a bachelor’s degree.
FOR THE GS-07 (or equivalent pay band): Your resume must demonstrate that you have successfully completed one full year of graduate level education OR you have successfully completed a bachelor’s degree with superior academic achievement.
FOR THE GS-09 (or equivalent pay band): Your resume must demonstrate that you have successfully completed a master’s or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master’s degree OR have obtained an LL.B. or J.D. that is related to the position being filled.
FOR THE GS-11 (or equivalent pay band): Your resume must demonstrate that you have have successfully completed a Ph.D. or equivalent doctoral degree OR you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR have obtained an LL.B. or J.D. that is related to the position being filled.
