Why Seattle feels different.

Seattle is a mature retail market with a surprisingly strict rulebook. The biggest consumer contrast with nearby Portland is home cultivation: Oregon allows four plants per residence, while Washington still does not permit general recreational home grow.

Seattle cannabis businesses need a Washington State Liquor and Cannabis Board license, a Seattle business license tax certificate and a Seattle cannabis regulatory business license. The city’s current license fee is $3,500 per Seattle location for standard cannabis businesses, with separate categories for transporters and some producers.

Buy from a state-licensed retailer and keep products in original packaging while driving. Washington’s product-specific possession limits are easy to exceed accidentally if you mix flower, concentrates and infused goods without checking each category.

Where use is legal

Purchase and consumption are separate rules.

Public consumption is prohibited. Parks, sidewalks, concerts and vehicles are not legal use spaces. Unlike Las Vegas, Seattle does not solve that visitor problem with a broad lounge market.

What the plant limit means in real life.

General recreational home cultivation remains illegal in Washington. Qualified medical patients and designated providers have separate rules, but adult-use legality by itself does not grant a home-grow right.

For residents: For consumers, the 37% excise tax and no-home-grow rule make retail shopping strategy unusually important. For operators, Seattle’s city license and zoning layer adds material fixed cost before rent and staffing.
